ΟΙ ΑΣΑΦΕΙΕΣ ΤΩΝ ΜΕΤΑΓΡΑΦΩΝ ΤΟΥ ΣΕΓΑΣ
Με αρκετές αλλαγές, με διατάξεις που συνεχίζουν να είναι απρόσεκτα, ασαφώς, θολά και αόριστα διατυπωμένες (π.χ. Άρθρο 6 § 1 & 2) αλλά και πολλά ερωτηματικά (π.χ. απόκτηση αθλητών καθ’ υπέρβαση του επιτρεπομένου αριθμού με προσφυγή στο ΑΣΕΑΔ), ο ΣΕΓΑΣ ανακοίνωσε την Εγκύκλιο (Κανονισμό) των Μετεγγραφών που θα ισχύσει στη νέα μεταγραφική περίοδο 15-31 Οκτωβρίου 2010.
Επί πλέον, η παρούσα εγκύκλιος 2010-2011 δεν αναφέρει τίποτε για την περίπτωση Εγγραφών-Μετεγγραφών Ομογενών και αλλοδαπών Αθλητών. Να συμπεράνουμε ότι ισχύει η εγκύκλιος του 2009-10 ή ….

Please answer to the following Question:

RULE 181, Page 168
Placings
8. If two or more athletes clear the same final height the procedure to decide the places will be the following:
(a)The athlete with the lowest number of jumps at the height last cleared shall be awarded the higher place.
(b)If the athletes are equal following the application of Rule 181.8(a), the athlete with the lowest total of failures throughout the competition up to and including the height last cleared, shall be awarded the higher place.
The Question
Why in Rule 181.8(b) in (IAAF COMPETITION RULES 2010-201, page 168) they use the words “and including” the height last cleared?
The RULE 181.8(b) comes into place “if the athletes are equal following the application of RULE 181.8(a)”
What is the use of these two words “and including” in Rule 181.8(b)?

Dear Dr. Katsikas,
Thank you for your email to IAAF. A good question!
In fact, you are right in saying that those words don’t make any difference but the Rule has always spoken about “total of failures throughout the competition” (the oldest book where I could find the exact same text was from 1953) therefore failures at the last height have always been also counted.
We might consider clarifying this at a suitable opportunity, though.
